U.S. Senators Pat Roberts and Jerry Moran, and Kansas Governor Sam Brownback today issued the following joint statement after the release of the National Research Council of the National Academies of Science's (NAS) Evaluation of the Updated Site-Specific Risk Assessment for the National Bio- and Agro-defense Facility (NBAF) in Manhattan, Kansas:
Senator Jerry Moran's amendment for a $1 billion increase for the National Institutes of Health (NIH) underscores the importance of strengthening our commitment to research and development as other nations nip at our heels on the road to discovery. We applaud Senator Moran's leadership on such a critical issue for our nation.  Moving forward, bipartisan support will be critical for a significant funding increase that reflects the contributions of research as a driver of innovation and economic prosperity. As budget negotiations continue, we urge congressional leadership to demonstrate their support for medical breakthroughs, job growth and a surge in public-private partnerships with a stronger investment in medical research. Similarly, federal agencies - including the Centers for Disease Control and Prevention (CDC) and the Agency for Healthcare Research and Quality (AHRQ) - that protect public health, improve quality of care, and empower Americans to prevent disease and disability require essential resources to advance lifesaving initiatives.  We're pleased the Senate Appropriations Committee spared the CDC from budget cuts as funding continues to diminish at the state and local levels for disease mitigation and prevention programs.  However, we're concerned that with fewer dollars, AHRQ will face increasing challenges in supporting research that improves health care for all Americans.

Today the Senate Appropriations Committee marked up the LHHS appropriations bill. The following is a UMR statement in response:

“At today’s Senate LHHS Appropriations Committee markup, Senator Moran (R-Kan) continued to show his dedication to research funding by offering an amendment to increase the NIH FY13 budget to $32 billion. A bold champion for biomedical research, we applaud Senator Moran for his unrelenting efforts to stop the erosion of NIH funding and improve our nation’s health and economic vitality.

“When factoring in inflation, the Senate Appropriations Committee’s proposed funding level represents a decrease in dollars and endangers an agency that faces historic cuts in January 2013 through the looming budget sequestration. This would mean a 7.8 percent cut in funding for the NIH, resulting in 30,000 fewer jobs across the U.S. and a $4.5 billion decrease in economic activity, according to a recent UMR report. Congress must act immediately to prevent the largest cuts in NIH history. Our nation’s health and economic wellbeing are at stake.”

U.S. Senator Jerry Moran (R-Kan.), Ranking Member of the Senate Appropriations Subcommittee on Financial Services and General Government (FSGG), today offered an amendment to the FY 2013 FSGG Appropriations Bill that would prohibit the Internal Revenue Service (IRS) from using appropriated funds to contract out for public relations services. After spending $17.5 million in taxpayer dollars over the last 4 years on a marketing contract, the IRS is seeking to continue its PR efforts with a new contract worth up to $15 million over 4 years.

'Medical research is essential to saving and improving lives and reducing costs'

WASHINGTON, D.C. – U.S. Senator Jerry Moran (R-Kan.), a member of the Senate Committee on Appropriations, offered an amendment in today’s markup of the FY 2013 Labor, Health and Human Services, Education, and Related Agencies appropriations bill. Sen. Moran’s amendment would have boosted the budget of the National Institutes of Health (NIH), the focal point of our nation’s medical research, to keep up with the rate of biomedical inflation by making small reductions to other programs in the bill. This amendment would have prioritized medical research without adding a penny to the nation’s annual deficit.

“Medical research supported by NIH has changed the lives of millions of Americans and has the potential to impact millions more – offering them hope for the future,” Sen. Moran said. “Now is not the time to waiver on America’s commitment to advancing disease cures and treatments. Without consistent, strong support of NIH, our nation is at risk of jeopardizing patient treatment advancements, losing our position as a global medical research leader, and squandering the opportunity to drive economic growth.” 

Throughout human history, medical research has been responsible for hundreds of ground-breaking discoveries that have improved and saved lives, enabled health care to become more effective and efficient, and lowered overall health care costs. By harnessing decades of research, cancer mortality rates have steadily declined since 1990 and today more than 12 million Americans are cancer survivors. The mortality rate from heart disease has dropped by 60% and the rate for stroke victims has also declined by 70% in recent decades.

Despite significant advances in research over the last few decades, much work still remains. In the United States, heart disease and cancer are still the leading causes of death for both men and women.

  • Each year, heart disease claims the lives of more loved ones than any other disease, and cancer takes an additional person’s life every minute, each day.
  • It is estimated that one out of every three women and one out of every two men will develop cancer during their lifetime.

Medical research also helps create thousands of jobs and drives economic growth across our country. NIH directly supports 350,000 jobs nationwide, and indirectly drives more than 6 million jobs across our country.

  • United for Medical Research, a coalition of many of the nation’s leading scientific research institutions and industries, estimates that in 2010, NIH investment led to the creation of nearly 490,000 quality jobs and produced more than $68 billion in new economic activity across the country.
  • The biomedical industry alone has shown faster job growth when compared to other industries, and consistently offers higher wages—exceeding the national average by more than $24,000.

Today, U.S. Senators Jerry Moran (R-Kan.) and Pat Roberts (R-Kan.), along with U.S. Representative Mike Pompeo (R-Kan.), encouraged Secretary of the Air Force Michael Donley to select McConnell Air Force Base (AFB) as the first Main Operating Base (MOB #1) for the KC-46A tanker. The U.S. Air Force is currently working on the Strategic Basing Process for KC-46A tankers, which will replace KC-135 tankers across the country beginning in 2016.
