WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) today released the following statement after voting to pass the Rescissions Act of 2025:

“Congress holds the authority to fund the government and established the rescissions process to allow the President to petition Congress to reclaim unused funds. Using this congressionally-approved process, the Trump administration requested Congress pass a $9 billion rescission package and return taxpayer dollars. While this legislation provides the administration flexibility on which funds they can return, I included an amendment that clarifies that funding will not be taken from the administration of commodity-based programs like Food for Peace and McGovern-Dole that provide a critical market for our farmers to sell excess commodities to feed hungry people around the world.”

Items to note:

  • Emergency Alerts: The Integrated Public Alert and Warning System (IPAWS), which sends alerts through radio and TV broadcasts and to cellphones, is funded through the Federal Emergency Management Agency and not subject to these rescissions.
  • Commodity Purchases: Funding used to purchase crops from U.S. producers for Food for Peace and the McGovern-Dole International Food for Education and Child Nutrition Program are designated by the Appropriations Subcommittee on Agriculture and are not subject to these rescissions.
  • Sen. Moran’s Amendment: Clarifies that the operational funds for Food for Peace and the McGovern-Dole International Food for Education and Child Nutrition Program will be maintained.
  • FY26 Agriculture Appropriations: Last week, the Senate Committee on Appropriations unanimously approved the FY26 Agriculture Appropriations Act, which included:
    • $1.5 billion for Food for Peace Title II grants;
    • $240 million for the McGovern-Dole International Food for Education program; and
    • Requirement for a report outlining the transfer of the Food for Peace program from the U.S. Agency for International Development (USAID) to the U.S. Department of Agriculture (USDA).
